Mark Kelly is an accomplished architect and project leader with experience securing and delivering complex planning consents across London’s most sensitive and high‑profile sites. As COO and Partner at PLP Architecture, he combines senior project leadership with responsibility for the practice’s operational performance. His role spans all use types across the practice including commercial, healthcare, residential and mixed‑use developments, in London, Europe, Asia and the Middle East.

In London, Mark has overseen the successful delivery of multiple high-profile projects throughout the city and played a pivotal role in obtaining complex planning consents by leveraging his strong relationships with planning authorities and key stakeholders. He led the design of Cleveland Clinic London, transforming a constrained site overlooking Buckingham Palace Gardens into a world‑class hospital. In the City of London, Mark led One Bishopsgate Plaza, incorporating the Pan Pacific Hotel and Residences. Recently, Mark was part of the senior team that secured permission for 35a Commercial Road in Whitechapel.

His experience also includes Holborn Viaduct, Hogan Lovells’ headquarters in the City of London, and he is responsible for 30 Minories, a new Grade A office development for Patrizia combining a retained Victorian warehouse with a contemporary workplace focused on wellbeing and public‑realm improvements. He is part of the senior team responsible for 65 Davies Street, a commercial redevelopment in Mayfair delivered within a sensitive heritage context. His portfolio also includes 60 Curzon Street, a high-end residential development in Mayfair, Chiltern Place in Marylebone, and Nova Victoria, a major masterplan north of Victoria Station, and Westferry Printworks, a large‑scale residential‑led regeneration in East London. Internationally, Mark is Partner in Charge of the Ministry of Environment and Energy Security in Rome, representing a new standard for government office design in Italy.
